Water Billing

On November 25, 2020, the Municipality of the County of Antigonish received a decision from the Nova Scotia and Utility Review Board (NSUARB) to approval to amalgamate the two existing water utilities (Fringe Area and Lower South River & Area) into one utility named the Antigonish County Water Utility.  The decision (Order number M09784) also included the authorization and approval of a new Schedule of Rates and Charges for Water and Water Services and a Schedule of Rules and Regulations.

*NEW*  Schedule of Rates, Rules and Regulations for the water utility effective December 1, 2020

Please find below the Board Order and Board Decision:

Rates, Rules and Regulations effective up to and including November 30, 2020.

On Tuesday, June 23, 2015, the Nova Scotia Utility and Review Board (UARB) approved an application by the Municipality of the County of Antigonish to amend the rates charged to customers of both the Fringe Area and Lower South River and Area (LSR) water utilities.

Budgets are prepared for each utility annually and are reflective of the revenues collected from customers using UARB approved rates and the costs of making available and delivering water to those customers. Water rates were last approved for the Fringe Utility in 1995 and for the LSR Utility in 2008.

In recent years it has become clear that the current rate structure is not producing sufficient revenue for the utilities to cover the cost of providing water to customers. After a consultant’s review of accounts and operations, Municipal Council approved an application to amend rates in December 2014. A public hearing was held in April 2015.

Commercial water bills are based on a meter reading and are billed in accordance with an Order by the Nova Scotia Utility and Review Board.

Sewer Billing

Sewer bills are issued once per year and will appear on your tax bill.  Residential bills are calculated on a user unit.  Adjustments are made for homes with apartments.  Commercial bills are calculated based on square footage.
