Request for Proposals – Replacement of Air Condensing Units

The Municipality of the County of Antigonish has issued a Requests for Proposals (RFPs) for the replacement of Air Condensing Units.  Additional details can be found within the attached RFP and Addendum.

A site preview will be held on November 12th & 13th at 10:00am at the building, 285 Beech Hill Rd. A site preview is mandatory. Send an email to tammy.feltmate@antigonishcounty.ns.ca to confirm your attendance.

The RFP closing date and time is Friday, November 15, 2019 at 12:00 noon local time. It is not a public opening.

Sealed Tenders from contractors will be accepted until 2:00 p.m., AST, Friday, October 25, 2019, by Beth Schumacher, Deputy Clerk, of the Municipality of the County of Antigonish, and are to be submitted with the bid form provided in an envelope marked “Antigonish County Court House – Heat Pump Tender 2019”. 

The Courthouse is currently heated using an electric water boiler, which feeds electric heat registers throughout the main floor of the building.  An aged heat pump provides supplementary heating and cooling to the Jury Room.  Ceiling fans in the main courtroom were replaced in 2018 and assist with air circulation through the courtroom and gallery.  The overall size of the building’s ground floor area is just under 200 sq metres (2150 sq ft), and the main courtroom is open to second floor mezzanines.

Quotes are requested for the following with respect to a supplementary heat pump system to be installed in the main courtroom of the building:

  1. To supply all labour, materials, equipment and tools required to complete the project.
  2. To provide details on the model, size, and configuration of the system proposed (interior and exterior equipment locations), including pictures of the equipment;
  3. The system should be designed in such a manner to minimize the visual impact of the units from both the interior and exterior of the building while providing supplementary heating and cooling to the main courtroom of the building, and may include the removal of the existing heating registers on either side of the Judge’s Bench in the Courtroom, if necessary, for the interior heat pump equipment;
  4. Pricing should include any necessary removal of any existing boiler registers, and any electrical work.

Further, quotes are requested to include the replacement of the existing heat pump system that is in the Jury Room to a unit that is appropriately sized for that space.

Bidders are solely responsible for the delivery of their bids in the manner and time prescribed.  Bids received after the time and date stated will be rejected.  Tenders may be accepted in person, at 285 Beech Hill Road or electronically (in .pdf format) to beth.schumacher@antigonishcounty.ns.ca with Antigonish County Court House Heat Pump Tender 2019 in the subject title.

Request for Proposals – Inter-Municipal IT Asset Inventory, Assessment & Action Plan

The Municipality of the County of Antigonish, Town of Antigonish, Municipality of the County of Inverness, Town of Port Hawkesbury, Municipality of the District of St. Mary’s and the Municipality of the County of Victoria (the Partnership) has issued a Requests for Proposals (RFPs) to assess the information technology needs of each of the municipal units within the Partnership and develop options for the establishment of an inter-municipal information technology service.  Additional details can be found within the attached RFP.  The deadline to receive proposals is Friday, October 25, 2019 at 2pm.

The Antigonish Arena invites proposals from qualified individuals and organizations to review existing by-laws, policies and processes related to board governance, administration and operations and to document and develop bylaws, policies and processes where required.

The contact price for the work as outlined in tender is $16,200.00 

The Municipality is accepting Sealed Tenders from contractors until 12:00 pm, noon, local time, AST, on Thursday June 22, 2017.

Tenders should be directed to Daryl Myers, Director of Public Works, of the Municipality of the County of Antigonish, and are to be submitted with the bid form provided in an envelope marked “Administration Building Exterior Staining Tender”. A deposit of 10% of the bid price must be included with the Tender Application by certified cheque.

Calling All Artists for our 2nd Mural Competition

2nd Municipal Mural Competition call for proposals.

2016 Mural will be installed at Havre Boucher Community Centre.

Proposal Requirements:

  • 5 – 10 images or audio/visual samples on CD-Rom or DVD
  • image/slide list including the artist’s name, title of work, medium, dimensions, and date of completion and current CV
  • design proposal and artist statement (no longer than one page)
  • copies of catalogue texts or reviews (if relevant)

An artist’s honorarium of $2,500 will be provided. This fee shall cover the cost of supplies. The Municipality will provide for the base for the mural and will cover the cost of installation.

Proposals must be submitted by 4:00pm on July 22, 2016.

Sale of Structure & Property – Former Antigonish Correctional Facility

Date: 8 March 2016

The Municipality of the County of Antigonish is again inviting proposals for the sale and redevelopment of the former Antigonish Correctional Facility. All proposals must be received in their entirety on or before Friday, March 18, 2016 at 4:00PM.

Interest was received from proponents wishing to purchase and repurpose the facility shortly after it was announced that the Municipality was planning to demolish the building in summer 2016. This is the second time the Municipality has issued an RFP for the sale and redevelopment of the facility. Redevelopment will also affect the future use of the County Court House on Main Street, Antigonish. For these reasons, the Municipality is launching an expedited process with short timelines.

The Municipality’s objective is to have the property redeveloped in a manner that is beneficial to the well-being of the community. As such, the proposed use(s) of the facility and property are key, as is the ability of the developer to complete the proposal in a timely fashion.

“When we were notified that there was still an opportunity to sell and redevelop the facility we were naturally optimistic,” said Warden Russell Boucher. “It is a beautiful old building and it would be a shame to see it torn down,” he added. “Regardless of the outcome we need to do what is best for the Municipality and its residents and have this addressed in a timely fashion.”

In February, the Municipality announced it would be tendering the demolition of the former Antigonish Correctional Facility. An RFP for the redevelopment of the facility was issued by the Municipality in May 2015 and did not result in a successful proposal. The building opened in 1948 and was decommissioned on January 9, 2015. The correctional facility sits on a neighboring property to the Antigonish County Courthouse, which is a National Historic Site and still functions for court purposes.
